REGULAÇÃO E REGIONALIZAÇÃO DO SISTEMA PÚBLICO DE SAÚDE NO CONTEXTO DA PANDEMIA DE CORONAVÍRUS

ABSTRACT: OBJECTIVE: to elucidate the main impacts suffered by the Unified Health System - from the perspective of Regulation and Regionalization - during the pandemic period, in addition to reporting some measures taken during the fight against COVID-19 in the sector of public health. MATERIALS AND METHODS: A narrative literature review was carried out in the database of electronic libraries Pubmed, Scielo and Google Scholar, using the following descriptors: “regionalization of health”, “regulation and inspection in health”, “unified health system” and “COVID-19 pandemic”. RESULTS: The main challenges identified were long queues for emergency care, high demand for ICU beds, reorganization of the coordination of care for chronic diseases, maintenance of care due to social distancing, and others. As for coping measures, we emphasize the use of Telehealth to carry out consultations and educational workshops, establishment of electronic medical records, flexibilization of referral and counter-referral flows and public measures to guarantee social distancing in health centers. FINAL CONSIDERATIONS: It is concluded that emergency actions were taken in the Unified Health System to guarantee regulation and regionalization in the critical period of the pandemic, however, part of these actions were carried out in a fragmented way, making it unlikely to perpetuate these actions in the long term.
