ENTRE O TERRITÓRIO E A FINITUDE: REVISÃO BIBLIOGRÁFICA SOBRE CUIDADOS PALIATIVOS NA ATENÇÃO PRIMÁRIA À SAÚDE NO BRASIL

ABSTRACT: OBJECTIVE: To synthesize the scientific evidence available in the Brazilian literature on Palliative Care (PC) in Primary Health Care (PHC). METHOD: A literature review conducted across the Latin American and Caribbean Literature in Health Sciences, Scientific Electronic Library Online, the CAPES Journal Portal, and the Google Scholar academic search engine. Seventeen national primary studies were selected and qualitatively analyzed through interpretive synthesis and thematic categorization. RESULTS: Three thematic categories emerged. The first reveals unanimous recognition of PHC as the coordinator of PC, despite strong limitations due to academic training deficits and an oncological bias. The second characterizes the home as the central setting, where demands for chronic-degenerative neurological disorders with low physical functionality and severe family caregiver burden prevail. The third points out barriers regarding supplies and regulatory restrictions on access to opioid analgesics, coexisting with innovative local network integration models. CONCLUSION: Strengthening PC in PHC requires academic curricular restructuring to mitigate the purely curative model. It also demands structural improvement through the continuous supply of materials, regulatory de-bureaucratization of essential drugs, the revival of multidisciplinary matrix support, and the promotion of future implementation research in the Unified Health System.
