ABSTRACT: OBJECTIVE: To investigate the dimensions of federal planning, tripartite financing, and institutional support for bodily practices and physical activities within the scope of Primary Health Care in the Unified Health System. METHOD: A descriptive-analytical and interpretive literature review comprising sixteen scientific sources selected from informational databases. Thematic categorization analysis was employed to contrast the supply of these practices and their guidelines with the political and economic context of the public system. RESULTS: Severe financial bottlenecks were identified, with federal funding transfers systematically lower than those approved and a freeze on the budget of the Academia da Saúde (Health Academy) Program. National supply is unequal, heavily concentrated in the Southeast and Northeast regions. Furthermore, an epistemological tension persists between the biomedical paradigm focused on the individual control of biological risks and critical approaches committed to the expanded clinic, subject autonomy, and leisure. CONCLUSION: The sustainability of these actions requires overcoming chronic underfunding and the weaknesses of tripartite coordination. We point out the necessity of advancing toward a specific national regulatory policy capable of consolidating integral care and mitigating regional inequities in access.
